The Question of: Ensuring Adequate Employment Conditions for Youth

THE GENERAL ASSEMBLY,
Emphasizing the role of national governments in creating policies that ensure fair wages, safe working environments, and opportunities for career advancement for young workers,
1. Calls upon the creation of a new UN sub-body, called the United Nations Body for Youth Employment (UNBYE), which will work under the UN Youth Office, and in tandem with any other UN Organizations focused on development of Youth, such as (Inter Agency Network on Youth Development) IANYD, as well as the International Labour Force, with the goals of:
a. carrying out and overseeing all clauses found in this resolution, with the specific aim of fulfilling goal 8 of the SDGs
b. aiding any member nations seeking help, with special focus on LEDCs in their development of standards of youth employment, through means such as:
public private partnerships, specifically aimed at sectors more relevant to Employment of Youth, with the goals of raising sanitary levels, safety levels and fairness for Youth in the workplace, as well as the creation of job opportunities for youth, by providing low interest loans, grants and funding mentorship programs for youth
c. helping the establishment and promotion of new legislation aimed at benefitting standards of youth employment, as well as protecting young people from abuses of their labor in examples such as sweatshops
d. providing and publishing transparent assessments about progress made in this resolution, with a focus being made on informing other UN bodies, while also informing the public
e. this sub body coordinating with World Bank to supply funding for every clause in this resolution
f. establish a global youth employment policy database for tracking progress and sharing practices among member states with the assistance of:
i. a newly created AI model fed exclusively off information about employment policy to keep the information unbiased artificial intelligence (AI) powered databases
2. Encourages the creation of a mass media campaign, in conjunction with UNBYE, with specific aims at those in LEDCs, carried out through online social media campaigns, television adverts, and LEDC specific measures including but not limited to funded school seminars and social events in youth clubs, religious centers, etc, with the aims of:
a. inspiring young people to find good work in with the hopes of starting early careers and preventing youth from partaking in antisocial behavior such as crime
b. educating young people on their rights as workers, including but not limited to minimum wage law
c. educating young people on the importance of their work, as well as the benefits of what they bring to society, in order to remove stigmas around work without third level education;
3. Recommends the creation of a triennial meeting, held in Geneva, Switzerland, with the option of participating online, attended by all member nations who wish to attend, experts on the topic, and any other relevant stakeholders, and members of the vocal youth, with the aims of:
a. analyzing any possible future issues as they appear, with the goal of creating solutions to quickly and effectively tackle any of these problems, through the suggestion of updated legislation that nations may ratify and any other actions member nations may want to take
b. establishing an international forum that nations can use to discuss about the topic specifically, as well as building future connections between nations and discuss best practices
c. creating a rough general employment standard, which will be updated with every iteration of the meeting, that is suitable for every member nation, as to account for member nations with a lower standard of infrastructure, with the goal of providing an apt standard in which workers, specifically young workers, may have a safe and fair working environment
d. allowing the youth to voice their opinions, on issues plaguing youth employment, and the solutions that are available to implement;
4. Supports the creation of capacity building programs, carried out by UNBYE, available to all nations while specifically being targeted towards LEDCs, with the goals of:
a. improving the skills of educators worldwide, specifically aimed at teachers of secondary level education, with the goals of improving all round teaching ability with a special focus on media literacy and technology skills, with the hopes of allowing educators a better ability to equip youth for employment in the near future
b. helping nations brainstorm, propose and pass new legislation aimed at benefiting younger workers, specifically through raising the standard of their employment conditions, or increasing standard of punishment for those who breach the rights of young workers
c. assisting nations with improving the standard of social protection for young workers, preventing the abuse of their inexperience through programs aimed at providing guidance to them in navigating employment as a youth
d. targeting the promotion of skill building programmes that are focused towards teaching jobs that are currently underfilled, to address the skill disparity between youth and the job market;
5. Further supports the establishment of school programs that inform the youth on the rapid technological advancements found in the workplace, by:
a. incorporating digital literacy and technical skills into primary, secondary and third level education curriculums
b. promoting remote work, and freelancing especially in rural areas that have limited access to traditional employment opportunities.
