Question of: The measures that can be taken in order to limit illegal drug trafficking

THE FIRST COMMITTEE OF THE GENERAL ASSEMBLY;
Alarmed by the fact that the ratio of illegal drug trafficking is increasing day by day and a solution must be found by the world countries which are having the same issues in their country,
Stressing by the effects of illegal drugs to a person in all aspects in the cases of long term addictions, and the possible effects and threats of illegal drugs upon the security and integrity of a nation’s norms,

Guided by the Three Drug Conventions (1961-1971-1988), United nations Convention against Transnational organized crime and United nations convention against Corruption for further addression

Seeking the cooperation of committees and commissions such as the United Nations office of drugs and crime (UNODC), United Nation Drug Commission (CND), and The Social, Humanitarian and Cultural issues Committee (SOCHUM) and organizations such as the World Health Organization (WHO) and International Criminal Police Organization (ICPO/Interpol) and World Trade Organization (WTO) and other organizations and nonprofits,

1. Calls upon Member states to adopt policies for the rehabilitation of ex-drug users and the reintegration of ex-criminals back into society with the collaboration and aid of WHO and UNODC as mentioned in the 4th clause with programs such as:
a) rehabilitation centers aided by the World Health Organization’s (WHO) for treating of drug addiction
b) creating an organization called Ex-Drug and Crime Youth (EXDCY) for the specialized form of Therapy for the adolescents who was involved in crime and drug addiction
c) promotion safe job opportunities, economic growth and support, creation of better infrastructure, social inclusion and protection within low-income communities which often resort to crime the aid of the International labor organization (ILO) and NGOs such as the Fair labor association (FLA)
d) in cases of extreme poverty and segregation creating IMF funded trust fund for the people;

2. Reminds that education should be every country’s biggest priority and some measures should be taken as an agreement will be made and include the article that if all students who are old enough to study cannot be educated in their country, they should be requested to be sent to another country that will provide support for their education all their financial expenses will be provided by the country who are agreed in this agreement,

3. Emphasized that using artificial intelligence should increase and working on how to strengthen cyber security such as;
a) Developing technological systems to detect trafficking actions and terrorist attacks in cultural properties with research teams that are established, by volunteered member states and in collaboration with High-Level Advisory Body on AI, technologies such as;
i. Artificial Intelligence systems
ii. Facial recognition system
b) Recruiting security personnel selected by and from volunteered member states according to their past experiences on cultural heritage protection,

4. Draws the attention to the important of having worldwide organizations such as;
a) Having monthly meetings and sessions for both adults and children with the countries which includes to the United Nations
b) Suggest to the countries which has powerful military can provide some support to the countries which do not have enough strength
c) Some economical partnerships could be done by the countries which countries it will be done can be determined by the council,

5. Encourages some NGOs such as United Nations Office on Drugs and Crime (UNODC) could work with the countries where are the usage of drugs are more often the others could collaborate and some projects could be done such as;
a) Having workshops with people who are in need
i. The host of these events will be changing yearly
ii. Economical partnerships will be done by the volunteer countries
b) Doctors from other countries could be assigned by providing their expenditure will be welcomed by the host country,

6. Supports the fact that working on new political agreements and solving the tension between blocks should be a necessary, these kinds of events will be taking place in the United Nations office by organizing meetings,

7. “”””””””Considers the eradication of plants that contain narcotic and psychotropic substances within member states in a measure to prevent the cultivation of illicit drugs with Fundamental human rights in mind taking due account of the traditional legal uses where there is historical evidence of such use and the protection of environment per the three international drug conventions also taking in account the National legislations, The United Nations Legislation and The Rights of Indigenous People.
